How Kumulsoft’s FAMS evolved into a secure, cloud-based platform supporting more than 40 Papua New Guinea government agencies.
Overview
Kumulsoft’s Fixed Asset Management Software (FAMS) was created to address the challenges of manual, error-prone asset management. It has since evolved from desktop software into the Kumulsoft Asset Modular Platform, a web-based SaaS solution hosted on the PNG Government Cloud. Today, it supports more than 40 government departments and agencies in managing fixed assets, property, fleets, and inventory. Major deployments include nationwide asset management for the National Broadcasting Corporation and digital property-management workflows for the National Housing Corporation.
Available as a shared service through Kumulsoft’s partnership with the Department of Information and Communications Technology, the platform offers secure, scalable access and integration with national systems. Ongoing security assessments, product development, and user training support its adoption across agencies. By improving asset records and reducing manual work, FAMS helps strengthen accuracy, transparency, accountability, and operational efficiency across Papua New Guinea’s public sector.
Honoring a Legacy of Digital Innovation
Kumulsoft’s journey began 17 years ago with a simple but ambitious vision: to build reliable, innovative software solutions that empower Papua New Guinea’s government institutions. Over nearly two decades, this vision has evolved into a transformative digital revolution, centered around our flagship product, the Fixed Asset Management Software (FAMS). Today, FAMS is a pillar of PNG’s digital infrastructure, helping government agencies manage assets securely and efficiently.
Our latest milestone—the upgrade of FAMS to the SaaS Modular Platform hosted on the PNG Government Cloud—embodies our commitment to blending timeless reliability with cutting-edge innovation. This platform has become instrumental in enabling PNG’s digital future, driven by our long-standing legacy.
We once discussed it, and I told you that sooner or later Kumulsoft will be called by the government to roll out asset management services in all government agencies, and providing for PNGCS will be the beginning. Though we haven’t started in PNGCS, Kumulsoft is already into government agencies, and I think your dreams for a single asset management system in the country integrated into various ERP systems of agencies will materialize. Hon Brian Krammer opened the doors wide.

The Product of Kumulsoft and Its Evolution
Founding Stories of FAMS
One of the foundational stories of FAMS begins with the founders of Kumulsoft—Marsh and Paul. Before establishing Kumulsoft as a company in 2009, Paul was working as a fixed asset officer at the University of Papua New Guinea. His role involved manually recording and managing all the university’s fixed assets, which he realized was inefficient and error-prone. Recognizing the need for a better solution, Paul approached Marsh, a software engineer, with the idea of developing software to manage fixed assets.
Marsh started developing the initial asset management software, which proved to be successful. Their realization that the solution had niche market potential beyond the university led both to resign from their jobs and establish Kumulsoft. FAMS, or Fixed Asset Management Software, became Kumulsoft’s flagship product and one of its earliest successes. Over time, FAMS played a pivotal role in transforming asset management practices within PNG’s public and private sectors.

Development and Differentiation
Designed specifically to suit PNG’s unique context, FAMS differentiated itself from other asset management systems. Its development involved studying existing fixed asset management (FAM) systems across various institutions, identifying issues, and devising strategies to promote adoption. This approach led to numerous projects and continuous software refinement.
Key Projects and Milestones
A significant milestone was a comprehensive desktop research project analyzing the Auditor General’s Reports from 2015 to 2019. This assessment revealed that many public sector institutions lacked effective asset management processes and discipline, with no use of asset management modules within their existing financial management systems, such as the government’s Integrated Financial Management System (IFMS).
Recognizing this gap, Kumulsoft’s FAMS was positioned as an alternative asset management module to complement the existing IFMS in government institutions. This positioning aimed to foster better asset management practices and discipline across agencies.
FAMS Clients
Since 2015, FAMS has been used by over 40 government departments to manage fixed assets, property, fleet, and inventory. Clients and deployments mentioned in this case study include:
Department of Prime Minister & National Executive Council (PMNEC)
Department of Justice & Attorney General (DJAG)
National Housing Corporation (NHC)
Department of Treasury (DOT)
National Broadcasting Corporation (NBC)
PNG Fire Service
Central Provincial Government (CPG)
Office of Censorship
PNG Customs
Port Moresby General Hospital (PMGH)
The National Broadcasting Corporation deployment was a four-year project covering all 22 provinces, registering and managing physical assets across nationwide radio stations. The National Housing Corporation uses the modular platform, deployed on GovCloud, to digitize property, land lifecycle, valuation, and lease workflows. DICT partnered with Kumulsoft via an MoU to provide FAMS as a shared service across government agencies.
Prior to 2019, the SHPHA had no proper records owned and operated by the organization. Assets were left to deteriorate without a lack of standardization. In the last 5 years, when implementing the system, we have seen changes that yield significant benefits. FAMS provides a centralized system for managing all our assets throughout their lifecycle and enabling the organization to meet regulatory and compliance requirements related to asset management.
Kumulsoft’s 17-year legacy with FAMS reflects a deep and ongoing partnership with PNG’s government agencies. These agencies rely on FAMS to streamline their asset management, property, fleet, and inventory operations.
From our early days, Kumulsoft demonstrated its commitment to delivering trusted, proven solutions. Over time, that trust has grown into a reliable partnership that continuously adapts to the changing needs of PNG’s digital landscape. FAMS has become an integral part of government operations, supporting the nation’s journey towards a fully digital government.

Evolving to Meet Changing Needs
When Kumulsoft first launched FAMS, PNG’s government faced manual, error-prone asset management systems that limited transparency and accountability. Recognizing the need for modernization, we transformed FAMS into a cloud-enabled platform capable of supporting PNG’s evolving digital policies.
This transition from a basic system to a scalable, secure SaaS solution was driven by our understanding of the country’s ambitions. Our platform now offers real-time data, enhanced security, and flexibility, empowering agencies to operate more efficiently and confidently in a digital world.
The Legacy and Its Impact
The Acting Minister for the Department of Information and Communication Technology (DICT) commenting during the launch of the Kumulsoft Asset Modular Platform (FAMS) on the Government Cloud.
The AG analysis reveals that between 2015 and 2019, over 48% of public institutions reviewed had unresolved fixed asset management issues, with a combined value of K3.7 B in affected assets. That is 3.7 billion going back to classrooms, hospitals, and roads. This is why the Kumulsoft Asset Modular Platform is a platform that is critical. It gives the government real-time visibility and control over assets, helping to curb waste, improve planning, and strengthen public accountability, which is what has been lost over a period of time: and that is public trust in our service delivery.

Modernizing FAMS: From Desktop Software to SaaS
FAMS’s application modernization took place in two phases over two decades: 2009–2019 and 2019–2025. These phases transformed the software to better serve a growing and diverse user base and support its expansion across government agencies.
Phase 1: Decade 1 (2009–2019) — Desktop & Web
The first phase moved FAMS from a desktop-only application to a web-based platform. Desktop software can be costly and difficult to support, particularly as the number of users grows and agencies use an increasingly varied range of devices.
The move to the web enabled FAMS to serve users across different devices while creating an opportunity to improve the user experience and productivity. It also allowed the platform to take advantage of modern web technologies.
Phase 2: Decade 2 (2019–2025) — Web Enhancements to Software-as-a-Service
The second phase focused on scaling and modernizing the application and its modules to unlock further value. As the customer base grew, deploying new software releases became increasingly complex. To address this, Kumulsoft worked with AgileCube’s team to transform the application into a multi-tenant architecture.
With this SaaS model, multiple clients can be served through the same application instance. This supports more effective use of hardware and makes maintenance and support more cost-effective. The technology stack was also upgraded from AngularJS to Angular to improve performance. Results of the Modernization.
The two modernization phases delivered several improvements:
Enhanced user interface: The responsive web application improved the overall user experience.
