Case Study: From Founding to Digital Government

How Kumulsoft’s FAMS evolved into a secure, cloud-based platform supporting more than 40 Papua New Guinea government agencies.

Overview

Modernizing FAMS: From Desktop Software to SaaS

Phase 1: Decade 1 (2009–2019) — Desktop & Web

Phase 2: Decade 2 (2019–2025) — Web Enhancements to Software-as-a-Service

The two modernization phases delivered several improvements:

Kumulsoft demonstrates its commitment to security by achieving Level 2 vulnerability assessments, such as the Certificate of VAPT Scan and the Certificate of Vulnerability Assessment Penetration Testing. These assessments were conducted by DICT to evaluate FAMS’s capability to be hosted on the government cloud and to serve as a shared service across all government agencies. Following the successful completion of this due diligence, the MOU between DICT and Kumulsoft was finalized, culminating in the establishment of FAMS as a shared government service accessible to multiple agencies.
